Health Budget 2027: €29.1 Billion Investment Brings More Care Closer to Home

Ireland’s health service is set for a major funding boost after the Government announced a €29.1 billion allocation for 2027. The Health Budget 2027 includes an additional €1.76 billion aimed at expanding capacity, strengthening community care and improving access to treatment across the country.

Announced by the Department of Health on 7 October 2026, the package combines €27.39 billion in current spending with €1.72 billion in capital investment. The measures are designed to help patients receive care sooner while reducing pressure on hospitals and Emergency Departments.

Health Budget 2027 expands planned care and hospital capacity

A central element of Health Budget 2027 is the expansion of Surgical Hubs, including additional theatres and six-day operations. More evening and weekend activity will also be introduced across theatres, outpatient clinics and diagnostic services, allowing existing staff, facilities and equipment to be used more effectively.

Additional hospital, community and mental health capacity will be opened, while capital funding will support major projects including the National Children’s Hospital Ireland, the relocation of the National Maternity Hospital, Elective Treatment Centres and further acute and community beds.

The investment also supports:

  • Stronger National Ambulance Service capacity
  • New community-based cancer monitoring and follow-up
  • Additional virtual care options across all six Health Regions
  • Continued development of the HSE Health App, shared care records and ePrescribing
  • Progress towards Ireland’s first national Electronic Health Record

Community healthcare and mental health receive targeted support

The Health Service Executive (HSE) will deliver expanded community and home-based services under Health Budget 2027. This includes 1.8 million additional home-support hours, €2 million in extra funding for Meals on Wheels and further investment in dementia services, family-carer supports and age-friendly housing initiatives.

Mental health measures include extending the Suicide Crisis Assessment Nurse programme to every county, establishing two rural Crisis Resolution Teams and opening six additional out-of-hours Solace peer-support cafés.

Four new Jigsaw youth mental health services will extend coverage to 135,000 young people across six counties. The budget will also provide 40 additional clinicians for a new ADHD pathway and enhanced mental health and intellectual disability services within CAMHS.

Prevention, medicines and children’s health

Health Budget 2027 provides funding for the phased introduction of a national shingles vaccination programme for eligible groups and supports implementation of the National Drugs Strategy. It also includes measures to improve oral health and orthodontic access for children, including action to reduce School Dental Programme waiting lists.

Eligibility for free contraception will be extended from age 35 to 37. A pilot will support earlier access to new medicines for rare diseases, while healthcare training places will continue expanding towards approximately 1,100 additional places by 2028.

Support for older people and local communities

Additional funding will support 500 more people through the Nursing Home Support Scheme, alongside new beds in Community Nursing Units. Investment in Men’s Sheds, Women’s Sheds, community centres and local wellbeing initiatives is intended to strengthen inclusion and reduce isolation.

The package also supports Sláintecare Healthy Communities, home STI testing, the HIV Action Plan and Tobacco Free Ireland 2035, with a focus on prevention and reaching communities facing barriers to healthcare.

What Health Budget 2027 means for patients

The Government says the funding is intended to shift more suitable care into homes and communities while protecting hospital capacity for emergency, complex and specialist treatment. The success of Health Budget 2027 will depend on delivery, workforce availability and whether patients experience shorter waits and more accessible services.
