Vehicle Adaptation Scheme: New Irish Mobility Support Opens in 2027

A new Vehicle Adaptation Scheme will offer practical financial support to drivers and passengers with disabilities who need modifications to access or operate a vehicle. Announced by Minister of State Seán Canney on 2 October 2026, the scheme aims to improve independent travel and will open for applications in early 2027.

Vehicle Adaptation Scheme framework announced

The Department of Transport has published the framework following Government approval of the proposals in July. The support is intended for people who cannot use public transport, need private transport to connect with public transport, or require vehicle adaptations because of mobility needs.

Eligible adaptations may help an individual enter, leave or operate a vehicle. The scheme forms part of wider Government work on accessibility, inclusion and the National Human Rights Strategy for Disabled People.

How the application process will work

The planned process is designed to avoid applicants having to pay the full cost upfront. In broad terms, applicants will:

  • Apply for financial support for required vehicle adaptations.
  • Select a supplier from a pre-approved list.
  • Receive an approval letter if the application is eligible.
  • Arrange for the approved work to be completed.
  • Submit the technical information and supporting documents supplied after the work.
  • Have the verified payment made directly to the supplier.

The scheme will not be means tested. However, the Department of Transport has said that further administrative and delivery details are still being finalised, with complete guidance to be published before applications open.

What the new support means for disabled motorists

The Vehicle Adaptation Scheme is intended to provide greater choice for people who depend on private transport for work, education, healthcare, family responsibilities and community participation. It may also support passengers who need adaptations even when they are not the driver.

Its development followed engagement with disability organisations, stakeholders and Government groups involved in the National Disability Inclusion Strategy. The Department says the framework was shaped by consultation and recommendations from the Transport Working Group and the Senior Officials Group on Disability.

Vehicle Adaptation Scheme is separate from existing tax relief

The new scheme will operate independently and will not replace the Disabled Drivers and Disabled Passengers Scheme administered by the Department of Finance. People considering support should therefore wait for the official eligibility rules and application guidance before deciding which assistance may apply to their circumstances.

Other public bodies, including the Health Service Executive (HSE), the National Transport Authority (NTA) and the Road Safety Authority (RSA), may be relevant to wider accessibility and transport information, but the new grant will be delivered under the Department of Transport.

When will applications open?

The Vehicle Adaptation Scheme is expected to open for applications in early 2027. The Department has not yet published the final application form, complete eligibility criteria, approved supplier list or grant limits. These details are expected once the administration and delivery model has been agreed.

Potential applicants should retain relevant medical, vehicle and adaptation information and monitor official announcements on gov.ie for the final guidance.

Key takeaway

The Vehicle Adaptation Scheme will create a new, non-means-tested route to financial support for necessary vehicle modifications, with payments intended to go directly to approved suppliers. Its opening in early 2027 could improve independent mobility for many disabled drivers and passengers across Ireland.
