gov.ie: Minister Byrne Chairs Montenegro EU Accession Conference

Minister Byrne chaired Montenegro’s third EU accession conference, where two more negotiating chapters were closed, bringing the total to 23 of 33.

Montenegro’s path towards European Union membership reached a significant milestone on 6 November 2026, as Minister of State for European Affairs Thomas Byrne TD chaired a third Intergovernmental Conference focused on advancing the country’s accession negotiations. The meeting took place under the Irish EU Presidency and marked further progress in Montenegro’s long-term integration into the Union.

Two additional negotiating chapters were closed during the conference, bringing Montenegro’s total to 23 of the 33 technical chapters required for EU membership. The development places the country at the two-thirds stage of its negotiations and supports its ambition to complete the process by the end of 2026 before seeking membership in 2028.

The newly completed chapters cover areas with direct implications for the functioning of the European single market and consumer protection:

  • Chapter 1: Free movement of goods
  • Chapter 12: Food safety, veterinary and phytosanitary policy

These chapters form part of the EU’s broader negotiating framework, which is organised into six thematic clusters, including fundamentals, the internal market, competitiveness, the green agenda, agriculture and cohesion, and external relations.

Montenegro previously closed two chapters in July and three more in October. The latest agreement therefore represents another stage in a sustained sequence of progress during Ireland’s Presidency of the Council of the European Union.

Ireland’s role in Montenegro’s accession process

As Chair of the General Affairs Council, Minister Byrne has now led three Intergovernmental Conferences with Montenegro. The Department of Foreign Affairs and Trade said the meetings demonstrate both Montenegro’s commitment to its EU path and the continuing support of EU member states for enlargement.

The Irish Presidency will continue working with fellow member states and the European Commission with the stated objective of closing all remaining negotiating chapters by the end of the year. Any final accession decision will still depend on Montenegro meeting the EU’s requirements across the full negotiating framework.

What the latest development means

The closure of negotiating chapters does not itself constitute EU membership. Instead, it confirms that the relevant policy areas have reached a stage where negotiations can be provisionally concluded, subject to the overall accession agreement and completion of the wider process.

For Montenegro, the latest progress highlights movement on trade rules, product standards, food safety and agricultural controls. For Ireland, it underscores the role of the Department of Foreign Affairs in supporting EU enlargement and diplomatic cooperation across Europe.

Conclusion

The latest gov.ie announcement marks an important step in Montenegro’s EU accession negotiations, with 23 of 33 chapters now closed. Under Ireland’s EU Presidency, continued cooperation between Montenegro, EU member states and the European Commission will be central to achieving the country’s goal of completing negotiations by the end of 2026. The key takeaway is clear: Montenegro has reached two-thirds of the technical negotiating process, but further work remains before membership can be secured.
