Ireland has appointed Dr James Carr as its new member of the European Commission against Racism and Intolerance (ECRI), strengthening the country’s representation in European efforts to combat racism, discrimination and intolerance. Minister of State for Migration Colm Brophy welcomed the appointment on 24 September 2026.
The appointment follows an open competition run by the Department of Justice, Home Affairs and Migration. Dr Carr’s nomination was approved by the Committee of Ministers’ Deputies of the Council of Europe, beginning a five-year term.
ECRI Appointment Highlights Ireland’s Anti-Racism Expertise
Dr Carr is an Associate Professor in the Department of Sociology at the University of Limerick. He has prior experience working with ECRI, including consulting on its General Policy Recommendations and engaging with its sixth-cycle monitoring report on Ireland.
His wider European and national experience includes serving as an expert adviser to the European Commission on anti-Muslim hatred and anti-racism. In Ireland, he is a member of the Advisory Committee on Racial Equality and Racism, which independently monitors implementation of the National Action Plan Against Racism.
Minister Brophy said Dr Carr brings extensive expertise in racism, discrimination and social inclusion, as well as a strong understanding of ECRI’s role in promoting equality and protecting human rights across Europe. He also said the quality of applications demonstrated Ireland’s depth of experience in anti-racism and equality policy.

ECRI is a Council of Europe body focused on racism, racial discrimination, xenophobia, antisemitism and intolerance. Its work is grounded in human rights protections under the European Convention on Human Rights and related legal instruments.
