Childcare Subsidies: Minister Foley Announces Higher NCS Support for 47,000 Children

Ireland is increasing National Childcare Scheme subsidies for up to 47,000 children through higher income thresholds and larger family discounts.

Childcare subsidies are increasing for up to 47,000 children under changes to Ireland’s National Childcare Scheme (NCS), announced by Minister for Children, Disability and Equality Norma Foley. The updated income thresholds and larger multiple-child discounts are designed to help more families reduce the cost of early learning and childcare.

Childcare subsidies rise under updated National Childcare Scheme rules

From 31 August 2026, the income limits used to calculate Income-Assessed NCS awards have increased. The lower threshold has risen from €26,000 to €34,000, while the upper threshold has increased from €60,000 to €68,000.

This means families with reckonable income of €34,000 or less may qualify for the maximum subsidy rate. Families earning up to €68,000 may also become eligible for a higher Income-Assessed rate, depending on their household circumstances.

The Government has said that existing Income-Assessed awards will be recalculated automatically where applicable. Pobal, the scheme administrator, will contact affected applicants once their updated award has been processed.

What the new thresholds could mean

  • A family with reckonable income of €34,000 and a child aged 24–52 weeks may receive €5.10 per hour, compared with €4.40 previously.
  • A family with reckonable income of €60,000 may receive €2.84 per hour for a child aged 24–52 weeks, compared with €2.14 previously.
  • Existing Income-Assessed recipients with income between €27,000 and €60,000 are expected to see an increase in their subsidy rate.

Multiple Child Discount also increased

The Multiple Child Discount has increased for families with more than one child under 15. The discount will rise from €4,300 to €5,500 for two children and from €8,600 to €11,000 for three or more children.

This discount reduces a family’s reckonable income when the NCS calculates eligibility. For example, a household earning €78,000 with three children may have €11,000 deducted, bringing reckonable income to €67,000 and within the new upper threshold.

What families receiving the Universal subsidy need to know

The Universal subsidy remains €2.14 per hour, worth up to €96.30 per week for a maximum of 45 hours. Families currently receiving this payment should use the subsidy calculator at ncs.gov.ie to check whether they could qualify for a higher Income-Assessed award.

However, submitting a new Income-Assessed application will end an existing Universal award. If approved, families must provide the new CHICK to their childcare provider promptly to avoid a potential gap in support or additional fees.

Do families need to apply?

Families already receiving an Income-Assessed award generally do not need to take action because eligible awards will be updated automatically. Universal subsidy recipients should check the calculator before deciding whether to apply for an Income-Assessed rate.

Normal renewal rules still apply. If an award expires before the changes take effect, families should renew it before expiry. Once approved, the new CHICK should be given to the childcare provider as soon as possible.

Key takeaway for parents

These childcare subsidies provide expanded support through higher income limits and larger discounts for families with multiple children. Parents should check their entitlement on the official NCS website, carefully consider the effect of changing award types, and keep their CHICK details up to date with their provider.
