Sports Ireland: Rugby Clubs Urged to Prepare for Community Facilities Fund

Rugby clubs across Ireland are being urged to get organised now ahead of the expected launch of the Community Sports Facilities Fund. With the application window likely to be short, early preparation could make the difference for clubs seeking support for pitches, changing rooms, equipment and more inclusive facilities.

Sports Ireland clubs told to get grant ready

Irish Rugby is encouraging clubs to begin preparing applications for the Community Sports Facilities Fund, previously known as the Sports Capital and Equipment Programme. The scheme is expected to provide an important opportunity for community sports organisations planning facility improvements or equipment upgrades.

The advice follows a webinar hosted by Irish Rugby earlier this year with Patricia Keenan, Director of Funding at 2into3. The session focused on the practical steps clubs can take to improve their chances of submitting a strong application.

The central message was straightforward: funding bids should begin with a clear understanding of the club’s needs and the difference the proposed project will make locally. Clubs should not simply apply for whatever funding happens to be available. Instead, they should explain who they serve, identify specific local challenges and show how the project will increase participation and strengthen community involvement.

What makes a strong application?

Successful applications are expected to demonstrate the wider role played by rugby clubs in Irish communities. That can include supporting:

  • Children and young people
  • Women and girls
  • People with disabilities
  • Rural and disadvantaged communities
  • Local organisations and wider community groups

This community-focused approach is particularly relevant to sports Ireland, where clubs often provide much more than a place to play. They can act as meeting points, volunteer networks, youth development hubs and accessible spaces for people of all ages.

Which rugby projects could qualify?

Projects supported through the fund are generally expected to have a direct connection to sporting participation. Potential areas for investment include:

  • Playing and training facilities
  • Changing rooms and related club facilities
  • Accessibility and disability-access improvements
  • Sports equipment
  • Floodlighting and training lights
  • Energy-efficiency and sustainability upgrades

Irish Rugby says clubs can strengthen their proposals by showing a commitment to inclusion, female participation, shared community use and environmental responsibility. Measures such as LED lighting, solar installations and energy-efficient equipment may help demonstrate long-term value.

Documents clubs should prepare

Clubs are being advised to assemble supporting documents before the fund opens. These may include:

  • Proof of ownership or evidence of a long-term lease
  • A club development or strategic plan
  • Project cost estimates and supplier quotations
  • Planning permission documents, where required
  • Evidence of match funding

Incomplete paperwork, unclear match funding and incorrect supporting information can all weaken an application or cause delays. Last-minute submissions may also leave clubs with insufficient time to correct errors.

Other funding routes remain available

The Irish Rugby webinar also highlighted the importance of exploring funding beyond the main national scheme. Local authority grants, SEAI supports and other community funding programmes may offer additional help, particularly for energy upgrades, accessibility projects or developments with broad public use.

Clubs should also remember that an unsuccessful application is not necessarily wasted effort. The process can reveal where a proposal needs more evidence, clearer costs or stronger community detail, helping to improve future bids.

Colm Finnegan, Irish Rugby’s National Rugby Development Manager, said clubs are central to communities throughout Ireland and that the fund represents a significant opportunity for organisations planning facility improvements. He encouraged clubs to prepare early and investigate every relevant support available.

What should clubs do next?

  1. Identify the facility or equipment need.
  2. Set out who will benefit from the project.
  3. Prepare a realistic budget and obtain quotations.
  4. Check ownership, lease and planning requirements.
  5. Confirm possible match funding.
  6. Review the application carefully before submission.

Clubs can watch the full Community Sports Facilities Fund webinar for further guidance and examples. Information on funding support is also available through 2into3, while clubs seeking Irish Rugby assistance can contact Colm Finnegan at colm.finnegan@irfu.ie.

The opportunity ahead for Irish rugby clubs

The expected launch of the Community Sports Facilities Fund gives rugby clubs a clear reason to review their plans now rather than wait for the application portal to open. A well-prepared proposal should connect investment with participation, inclusion and lasting community benefit.

For clubs across sports Ireland, the next step is to gather the evidence, costs and plans needed to be ready when applications go live.
