Ireland AI Initiative: Government Backs Major European Project

Ireland joins 18 EU countries in backing IPCEI-AI, a major initiative focused on innovation, investment, jobs and European technological resilience.

Ireland AI initiative plans have taken a major step forward after Ireland joined 18 other EU Member States in signing a political declaration supporting an Important Project of Common European Interest in Artificial Intelligence (IPCEI-AI). The move is designed to strengthen innovation, attract investment and improve Europe’s technological resilience.

Ireland AI initiative targets next-generation technology

The European project aims to support the development and deployment of advanced AI technologies and services. For Ireland, participation could deepen cooperation with European partners while supporting high-value digital sectors and helping Irish companies move further up strategic European value chains.

The Department of Enterprise, Tourism and Employment said the initiative will contribute to a more competitive European AI ecosystem. It is also intended to help Europe build greater capacity in strategically important technologies and compete more effectively in global markets.

Potential benefits for Irish businesses

Ireland’s involvement may create opportunities for companies, researchers and technology developers working in artificial intelligence. The Government has highlighted the potential for participation to:

  • Encourage research, development and innovation in advanced AI;
  • Attract private investment into strategically important technologies;
  • Support skilled, well-paid employment across Ireland;
  • Strengthen collaboration between Irish and European organisations; and
  • Accelerate the adoption of AI across the wider economy.

The initiative aligns with Ireland’s National Digital and AI Strategy, which provides a framework for developing the skills, knowledge and infrastructure required to support responsible AI deployment.

European cooperation and technological resilience

Ministers and vice-ministers from 19 EU countries signed the manifesto, including Austria, Belgium, Croatia, Estonia, Finland, France, Germany, Ireland, Italy, Latvia, Luxembourg, the Netherlands, Poland, Romania, Slovakia, Slovenia, Spain and Sweden.

The declaration sets out a shared ambition to create a European-scale continuum of federated and distributed AI services. This approach is intended to strengthen cooperation while supporting European capability in critical areas of technology.

What is an IPCEI?

An Important Project of Common European Interest is an EU state-aid and industrial-policy instrument. It allows Member States to support large, high-risk projects that may be too costly or uncertain for ordinary market funding alone.

IPCEI projects must involve at least four EU Member States and contribute to European growth, employment and industrial competitiveness. They are expected to pursue research and innovation goals beyond current technological capabilities, with projects moving from laboratory research towards first industrial deployment.

Government funding and future AI opportunities

Minister Peter Burke said public funding has been secured for Ireland’s participation in IPCEIs, including IPCEI-AI, with the expectation that this will help unlock private investment and support employment. Minister of State Niamh Smyth said Ireland’s participation complements national efforts to drive AI adoption and deployment.

The Government’s announcement comes as Ireland chairs the EU Presidency, giving the country an opportunity to highlight cooperation on innovation, digital transformation and economic competitiveness.

What happens next?

The political declaration provides a basis for further cooperation between participating Member States, companies and researchers. Detailed projects will need to meet IPCEI requirements, including ambitious research, development and innovation objectives and a clear route towards industrial deployment.

Key takeaway: Ireland’s support for the Ireland AI initiative strengthens its role in European technology cooperation and could help connect Irish innovation with investment, skills and industrial opportunities across the EU.
