Ghana and Senegal: Minister Richmond Begins Week-Long West Africa Visit

Ireland’s international development agenda moves into sharper focus as Minister of State Neale Richmond TD begins a week-long visit to Ghana and Senegal. The gov.ie press release says the programme will combine political discussions, development cooperation, diaspora engagement and sports diplomacy.

The visit takes place while Ireland holds the Presidency of the Council of the European Union. A central part of the minister’s schedule is a meeting of EU Sahel Special Envoys in Accra, Ghana, focused on regional instability, terrorism-related violence and the worsening humanitarian situation.

Ghana visit focuses on Sahel cooperation and Ireland-Ghana ties

In Accra, Minister Richmond will co-chair the Sahel Special Envoys meeting with EU Special Representative for the Sahel Birgitte Markussen. The talks will bring together EU member states and regional partners to coordinate information and discuss implementation of the EU’s Renewed Approach to the Sahel.

Ghana’s role is particularly significant because it is involved in regional efforts to respond to challenges affecting the Sahel. The minister’s bilateral programme will also highlight the longstanding relationship between Ireland and Ghana.

During the Ghana visit, Minister Richmond is expected to:

  • Visit the Irish Aid-funded UN Humanitarian Response Depot in Accra.
  • Meet Irish Aid fellowship awardees and members of the Irish community.
  • Engage with Friends of Ireland, non-governmental organisations and Irish missionaries.
  • Build on Ghana’s decision to re-establish a resident embassy in Ireland.

The visit follows Deputy Foreign Minister James Gyakye Quayson’s trip to Dublin in September 2026, providing further momentum for bilateral relations.

Senegal programme highlights development and sports diplomacy

In Senegal, the minister will visit Ireland’s embassy in Dakar, which opened in 2023 as Ireland’s first embassy in francophone West Africa. The programme will include Irish Aid and EU-supported projects covering climate action, healthcare access, youth participation and women’s empowerment.

Sports diplomacy will be another major theme. Senegal is preparing to host the Dakar Youth Olympic Games 2026, the first Olympic event to take place on the African continent. Ireland will be represented by three young athletes, while projects supported by the Irish Embassy aim to use sport to promote opportunity and empowerment for women.

Minister Richmond will also examine initiatives supporting women’s access to employment and vocational training in sectors connected to the Youth Olympics. These projects demonstrate how development cooperation can link education, skills, gender equality and community participation.

Why the visit matters

The Ghana and Senegal trip reflects the broad range of Ireland’s overseas engagement. It combines diplomatic coordination on the Sahel with practical humanitarian support, development partnerships and connections with Irish citizens and friends of Ireland abroad.

It also demonstrates the role of the Department of Foreign Affairs in linking Ireland’s EU responsibilities with its bilateral relationships and Irish Aid priorities. While other public bodies, including the HSE, Revenue Commissioners and An Garda Síochána, serve domestic functions, foreign policy and development cooperation remain central responsibilities of the Department of Foreign Affairs.

Conclusion

Minister Richmond’s visit to Ghana and Senegal places Sahel stability, humanitarian action, women’s empowerment and sports diplomacy at the centre of Ireland’s international agenda. The gov.ie announcement shows how Ireland is using its EU Presidency and overseas partnerships to support coordination, development and stronger connections across West Africa.
