Europe’s energy future is under discussion in Dublin as Minister Darragh O’Brien chairs an informal meeting of EU Energy Ministers at Dublin Castle. The talks focus on energy affordability, innovation, market disruption and cooperation on security at a time of continuing geopolitical uncertainty.
The meeting, hosted under Ireland’s EU Presidency, brings together representatives of the European Commission, EU Member States and invited partner countries. Delegations from EFTA countries, Moldova, Montenegro, the United Kingdom and Ukraine are also taking part.
EU Energy Ministers examine Europe’s energy challenges
Held on Tuesday, 29 September 2026, the meeting gives ministers and heads of delegation an opportunity to exchange views before the next formal Energy Council. The affordability session highlights initiatives linked to the Affordable Energy Action Plan, including the Citizens Energy Package. The measures aim to help lower bills, improve consumer participation and ensure that support reaches households and businesses most affected by high energy costs.
Ministers will also consider AccelerateEU measures intended to respond to immediate cost pressures. The discussion is expected to examine how government intervention can be better targeted while supporting longer-term investment in clean energy.
Clean energy and resilience in focus
Speaking at Dublin Castle, Minister O’Brien said Europe must build an economy that is competitive, secure and sustainable. He stressed the importance of accelerating renewable energy deployment, investing in electricity grids and reducing exposure to future price shocks.
The minister also pointed to wind, solar and emerging technologies as important elements of a more affordable and sustainable power system. The discussions take place against a backdrop of international instability, including the potential effects of the conflict in the Middle East on energy markets and prices.
Energy security will be considered alongside defence and infrastructure resilience. Delegates are expected to explore how Europe can protect critical networks from attacks, improve climate resilience and strengthen value chains through closer regional and international cooperation.

Minister O’Brien said informal meetings can create space for new ideas and help build relationships of trust between governments. Those relationships may support progress on legislative files and cooperation during the months ahead.
